ORIGINAL CORRESPONDENCE. To the Editor of the New Zealander.
Sir, — "Scylurus" seems very anxious to prevent Dr. Thomson's having a vote at the Municipal Election, and is very angry with me because I regard that gentleman as equally qualified with myself (who am no oflicer of any kind) to be on the Burgess Roll. The principle on which military gentlemen, residing out of Garrison, have that right is simple and clear. They live in houses which are liable to taxation, And there is no just reason why the tyrannical infliction of "taxation without representation" should be imposed' upon them. If there could be any doubt as to the intention of the Charter on the point, it would be removed by the 29th yclause, which distinctly jecognises Officers of
the Army and Navy as eligible to hold smts in the Common Council, the only diilerence being, that they, with some other classes, are exempted from obligation to serve, unless they arc willing. The following is the clause to which"! refer, and which I regard as conclusive on the subject : — "29. Prodded jlwiys, chat no Member of the General or Provincial Legislature, no Officer in Her Majesty's Aimy or Navy, or Manne Forces on full pay, and no Judge, Clergyman, Prinst, or lpgular Mmister of Religion, blwll be liable to serve the office of Common Councillor without his own consent."
