New Postal Arrangements.

By the new Postal Regulations, which according to a Proclamation by the Governor-in-Chief, already inserted in our columns, came into operation on the first of this month, letters are now forwarded by the Post to any part of the world at the charge of two-pence for every half ounce in weight. This rate applies to letters for England, by vessels direct as well as by way of Sydney — the privile.e of sending letters to England free of postage is therefore discontinued. It applies also to letters received from places beyond the seas, whether from England or any other country, and whether direct or otherwise. Letters to be delivered in the same town in winch they are posted, are liable to the same charge. Formerly the rate upon letters conveyed to and from places beyond the seas was fourpence, if not exceeding half an ounce, and eight-pence per ounce— such letters if conveyed inland, were liable to an additional one penny per letter for such conveyance — and the inland rate upon letters conveyed exclusively within the colony, was the same as the four-penny rate upon ship-letters. Letters transmitted to and from the United Kingdom by a vessel direct were exempted from the sea rate otherwise chargeable upon them. In place of the above somewhat complicated and inconvenient system, there is now one. uniform low rate of postage Letters witl be conveyed under the new regulations cither within the colony, or from or to any country beyond the seas, at the rate of two-pence per half ounce,

without reference to the route or mode of conyeyance. It is important to bear in mind, that all letters addressed to places out of New Zealand must l>e prepaid. Any such letters put into the letter box unpaid will not be forwarded. Lettets for places within New Zealand may be sent, paid or unpaid, at the option of the sender. Newspapers are forwarded by the Post free of charge, as heretofore.
