A Municipal Federative Gxremniont Mr. Wake field iayi. should be representative, aristocratic, and monarchical, consisting of— Ist. A Governor appointed by the Imperial Government for life, like a Judge. 2nd. An Executive C /uncil or Ministry, relieving the Governor ol all responsibility, removable by the Representative Branch. 3rd. An Upper Home, hereditary, with high property qualification, not to be rcduceJ, appointed by the Governor and Executive 4th. A representative body, returned on a high franchise. sth. Governor removable on petition from Upper and Lower Ilouae tolmpcii.il Legislature. Gth. A tiibunal in England, prcnidcd over by a high legal functionary, in which the colony and the House of Commons should be represented by Bar-ns'erg4at-Liw. 7th. The employment of Colonial Agents or Representatives in England. Bth. Subordinate Municipalities. 9th. Exceptions to unlimited power: — 1. Control of the waste Inids. 2. Command of her Majesty's forces. 3. Intertouric with servants of Foreign Povreri. 4. Direction of Post Office, &:., &c.
