From Lisbon we have letters to the 21st insf. The budget for 1848-9 and the ministerial financial plans bayc been published. To meet the enormous deficit which incontestib'y exists, theministenal plan proposes —Ist. To create bonds amoui.ting to 1,284 contos, in accordance with the decreeb of March and April, 1847, and lurther to authorise the government to lund the whole of the unpaid dividends of the home debt and of the foreign bondholder. 2. To appropriate certain portions <jt the levenue to the loinution of a sinking lund, for the purpose of defraying the advances made to the government by the Bank of Libbon by the seveial companies since the commenccmtnt of 1845, and of all m mirages of pensions, pay, salarie-, 6tc. 3, The reductions upon the interest of the Enultih bondholdt rs .%q be gne- tounh, or 25 per cent, j upon the iiHctest of
the home debt two-fifths, or 40 per cent. ; while upon saloiics redactions varying in amount from 10 per cent, to 23 per cent, are submitted for the approval of parliament.— Ibid.
