HANKOW POSITION WORSE.
SHANGHAI, March 28; Mr Kellogg has authorised the legation to instruct the closing of the consulates ajt Changsha and Chingking and the withdrawal of the guiiboats from there as soon as adeqpate opportunity is given to the remainder to withdraw. Reports of worsening conditions at Hankow are ' borne out by Japanese messages ^ stating that Japanes women and children residing in the naftve city there are taking refuge in the Japanese concession and are preparing to board steamers. American women and children have already left - and the Japanese gunboat Adaka has gone to Hankow. - Delayed mess.ages from Hankow show that the labour unioxis there, as in Shanghai, are completely dominating the situation.
