NEW YORK, March 25. The Nanking outrages have stirred deep feeling here. Newspaper comment is restrained. Nevertheless it indicates the belief that time has come for united action. The "New York World" points out that the irony of the situation is that the killed were not in China for exploitation but to help as educators and misionaries. The "Trihune" says the Ameriican troops' action against the Chinese may bring down bitterness hitherto directed against Britain, but will doubtless align the powers in a single policy. The "New York Times" says Americans hope no efforts will be I made to attack foreigners at Shang- j hai: They cannot but he relieved j that Britain and the United States ' are assembled in sufficient force to | make an effective defence in case | trouble spreads to that city.
