LONDON, March 23. Sir Austen Chamberlain, in the G'ommons, inforpied Mr Ben Riley that Britain had not offered unconditionally to surrender Wei-hai-wei. Sir Austen Chamberlain tolcj, Commander Kenworthy that the British, United States and French Consuls had warned the Cantonese authorities against a repetition in Canton of the Hankow tactics. The situation in Canton had since continued outwardly cairn. No molestations had occurred.
