Received Wednesday, 8 p.m. OAPETOWN, March 22. - The Work Golonies Bill has been read a second time and is generally approved. The Minister pointed out that men who depended for supuort on their wives, or who refused to work would be committed to a colony for a year.' but would not be regarded as a crirnina!. A fully equipped forestry settlement' in the Cape would bc utilised to start the schcme. Work would be provided in forestry, road making, and railway construction. The inmates would be naid-and given every facility to reliabilitate themselves. The magisirates would be emnowered to commit vrives and children to the colony, the men paving for their unkeep hy labour. The inmates would. lose the franchise.
