OAMARU HARBOR BOARD.
Tho usual monthly meeting of this Board took place yesterday. Present — Mr Sumptor (in the chair), the lions. 11. J. Miller and R. Campbell ; Messrs Shrimski, Borrie, Lemon, Steward, Reid, Mertlovo, Meek, and Gilchrist. Tho minutes of last meeting were read and confirmed, and the outward correspondence was read and approved. A report from the Standing Committee was read to the effect that instructions had boen issued to the Board's Manager to give duplicate receipts with the goods boated to vessels, showing the cjuantitv of goorls delivered, by whom consigned, <fee. They further reported that it had been brought under their notice by tho Chairman that a shipper had put the question whether, in the event of a vessel oomin« hero to load for a merchant, who had some of his cargo in Kakanui. transhipping from Kakanui and delivering the transhipment direct from lighter to his vessol, the Board would require dues to bo paid on tho quantity ot goods 1 brought from Kakanui ; and that they had rpsolved that tho mutter be submitted to the- Board with the recommendation that no charge be made in a case of this kind on the goods shipped, provided always that the vessels in question paid the usual berthage rate and warpcharges. Municipal Engineer's Office, O*m*ru, 11th April, 1878. To tho Secretary of the Harbor Board, Oamaru. Sir, — 1 have the honor to request that you will b« kind enough to bring before your Board the wish of the Municipal Council to connect Teat Street with the Breakwater Road at the lane betwben Block* 31 and 32. In order to effect this junction in a proper manner, and to secure a good praoticable road, it would bo necessary to encroach somewhat upon the property of the Harbor Board, and I have to point out that although a road could be made on the streot lino, still it would form a very awkward junction with tho Breakwater Rood, and that it would be much more desirable to run the road straight to the junction. The Council therefore solicit the Board to allow them to make the roadway in the position shewn on the attached traoing. I have, &c, D. A. M'Lkod, Engineer. The matter was referred to the Standing Committee for report. T]ie attention of the Board having been drawn to certain statements which had appeared in print with reference to the depth of water in the Harbor, Captain Sewell and the Engineer, Mr M'Grogor, wore consulted as to the correctness of the statements referred to ; and after a long discussion in Committee, the Board resumed, and the following resolution was reported :—: — That tho Committee, with a view of set* ting at rest the various atatements which have been made from time to time regarding tho depth of water in the Harbor, desire to adjourn th« consideration of tho question until soundings, now being taken, are completed, and an official report Ims boon r«» c«ived from the Engineer. tk On tho motien of tho Hon. Mr Campbell, seconded by Mr Shrimski, tho following motion suggested by the Chairman was carried :—: — That, as it has been pointed out that at the head office of Lloyd's at Home, reference is still made to the Port of Oamaru of an unsatisfactory nature, which was mainly owing to accidents that had occurred previous to the construction of tho Breakwater, steps be at once taken to furnish full particulars of tho improvements now effected, and the total immunity from accidents sinoe the construction of the harbor works. On the motion of Mr Shrimski, seconded by Mr Menlore, it was resolved — That the Engineer be instructed to at once prepare a plan and specification, and call for tenders for fender-piling 400 foot of the Breakwater, also providing moorings for largo vessels. Tenders to be mon or before this day week. It was then resolved that a meeting be hold that day week, to reoelve tenders, and to transact other business. Mr Steward moved, and Mr Miller seconded — That a Committee be appointed for the purpose of visiting and inspecting the 65,000 acres set aside as an endowment for the Harbor Works, being Run No. 120, with a view to reporting on the following points: — 1. The nature and quality of the land, showing the area fit for agricultural purposes, and that fit for pastoral purposes. 2. The distance from any existing railway line, or any extension actually in progress, or contemplated. 3. Generally tho means of access to the land, and 4. Approximately, ns to the value of the Block, at per acre. Such Committee to consist of Messrs Shrimski (convener), Giluhrist, Reid, and Borrio, to report in a month. Mr Hislop to be invited to accompany tho Committee. The resolution was adopted. On the motion of Mr Steward, seconded by Mr Miller, it was resolved — That the Chairman be requested to tele* graph to Mr Blackett, with a view to ascertaining when Sir John Coode's report will be obtainable, and asking that a copy may be furnished to the Board, at the earliest possible moment. On the motion of Mr Steward, seconded by Mr Shrimski, it was resolved — That the ordinary meetings of the Board, until otherwise ordered, be held fortnightly. On tho motion of Mr Steward, seconded by Mr Shrimski, it was further resolved— That the Standing Committee brine up at next meeting a schedule showing a reduction of LIOO per annum on dues, for the consideration of the Board. The Board then (at 5 p.m.) adjourned.
