At the opening of the 19th session of the Provincial Council on Tuesday last, tho Superintendent in his address adveitod to a luige number of topics, among yvhich of com so nuance was piominent. He mentioned the new Land Acts, and expiessed an opinion that they should have a fair tii.U, and that all impediments to their operation should be lemovcd. He adveited to the necessity yvhich yvould soon arise of detei mining inyvhat mannoi the pastoral lands of the Piovince should be administered, thepiesent conditions being unsatisfactory to all; and he mentioned the progress of agriculture, and the lapid disappearance of waste lands. It is essentially nccessaiy that yvo should have our schools in a thoroughly eflicient state, and tho machinery in the best yvoikiug oidur. Wo yvould commend to the district committee tho importance of going into the subject thoroughly yvith inference- to the pinceedings of the annual meeting, and of directing thoii bebfc effoi ts to reform the system where reform is requii ed It yvill be seen by advertisement that the first meeting of the new committee is to be hold in Mr Ward's office on Tuesday fir.st at five o'clock.
