MEXICO.
The French Expeditionary Army will remain throe years in Mexico after Archduke Maximilian is established there, and will then be recalled, a third at a time During this period the native army of 12,000 men will be organised. France allows the Mexican Government twelve years to pay the expenses of the expedition.
