Comic Papers Censured.

Imperial Chancellor Von Buelow, speaking in the Reichstag (Berlin), censured the German comic newspapers for ridiculing Russia in connection with the war. Ho condemned their “ unmeasured violence and injudieidus attitude ” in respect to the South African war. Personally, and on behalf of Germany, he disclaimed all sympathy with Anglophobia. Count Von Buelow denied that there existed a secret treaty between Germany and Russia.
