TURKEY.
The latest news received from Constantinople informs us that it is now positively stated that Omer Pasha is to assume the command of the army in Asia. Mehemet Krebesli Hasha, formerly Grand Vizier, has been named President of the Tanzimat Council ; and Icmail Pasha and Sami Pasha are members of that body. The" Turkish Government has issued very comprehensive orders for cleansing and purifying the capital; the Government is also about to apply to European companies for the construction of railways, making them concessions of the ground, and giving them the privilege of working the lines. Twenty-five shocks of earthquake have been felt at Broussa. The cholera is disappearing from Adrianop'le.
