TOGO'S RESIGNATION
BOLD MOVE BY WAR PARTY EXPECTED MAJOR ACTION AGAINST RUSSIA? (Rec. 9.45 a.m.) Chungking, Sept. 2. The leading Chinese and English newspapers, the “Takung Pao” and the “National Herald” says the resignations of Mr Togo (Foreign Minister) portend a new bold move by the war party.
The Associated Press of America says foreign observers who believe the Japanese are preparing for major action against Russia point cut that five Japanese divisions moved northward in August to bolster the Kwantung army, while a large Japanese fleet is concentrated in northern waters.—P.A.
