The “Daily Express” sayg that Stalin has decreed that the Russian trade delegation to London must he 100 per cent. O.G P.U. by the Ist February. Experts who have long been here are being recalled to Moscow and their places are being filled by members of the O.G.P.U. Twelve members of the delegation obeyed tlie order. One Minister, Kipman, was arrested immediately on arrival in Russia, and is reported to have been shot. Another,. Tom Arkin, lately holding a post in London worth £SOOO, is now doing compulsory work loading timber at White Sea ports. Twenty who have not obeyed the call have been dismissed and are now scattered over the Continent.
