SOUTH WALES MINERS
NO SETTLEMENT REACHED (British Official Wireless) | RUGBY, 9th January. Hopes that the South Wales mine stoppage would be settled to-day were strengthened by the announcement that the miners’ leaders had agreod upon terms which, if all went well at the meeting with the owners at Cardiff, they would send to the men for confirmation. Provisional steps have been taken for a resumption of work. Anticipations of the settlement of the dispute at the joint meeting of the owners’ and the men’s representatives at Cardiff to-day were disappointed by a breakdown in the negotiations on the interpretation of a clause relating to independent arbitration. Government representatives will meet both parties in London on Monday.
RUHR COLLIERY DEADLOCK
EMERGENCY DECREE SIGNED

COLOGNE, 9th January. In view of the Ruhr colliery deadlock, President Hindenburg lias signed an emergency decree overcoming the present necessity. At least one of the parties have concurred ill the arbitration award by enabling the appointment of a special arbitrator empowered to call in two independent assessors and make an award which the Labour Minister will immediately make compulsory. Publication of this is expected on Saturday.
