TROUBLE THREATENED

MELBOURNE, 4th August. Waterfront trouble is again looming. A proposal will be submitted to the Port Phillip Stevedores Association oh Tuesday that all labour should be with 1 drawn from the waterfront unless the shipowners attend at pickup points appointed by the Court for the engagement of labour; also that unionists shall refuse to handle boats upon which nonunion labour is employed. The Stevedores Association states that the majority of their men are on the verge of starvation and are getting no work.:
