Affairs, has handed to the Norwegian Charge d'Affaires a Note stating Unit the Soviet lias instructed Dovgalevsky, Russian Ambassador at Paris, to go to' London to negotiate, regarding the, re-establishment of .Anglo-Russian relations, adding that the Soviet believed it necessary to establish a durable agreement in the controversial question in the shortest possible time which was practicable, bin only on terms of equal treatment, for both sides and a display of mutual dignity and respect. The Soviet accepts tho rights and obligations of States in diplomatic relations so long as Britain accepts these rights and obligations, hut the Soviet understands that Britain merely proposes a preliminary exchange of views on the. question of procedure.
