RUSSIAN PREPARATIONS
PROCEEDING FOR MONTHS (Received 23rd Julv, 915 a.m.) SHANGHAI,. 22nd July. A foreign military observer who recently arrived from Siberia asserts that Russia has been preparing for the Manchurian trouble for months and has now concentrated 120,000 troops on the border, with heavy artillery, bombing 'planes, gas machines, and every modern device of warfare.
