The destroyer Cunningham, engaged in scouting duty for the “dry armada,” reported the arrival on Thursday of four new snips in “rum row,” including a large German liner from Hamburg. All were apparently unaware of the net into which thev had been drawn. OTTAWA, May 7. The Toronto mail ancl Empire publishes a. dispatch from Windsor, Ontraio, in which John Rodd, former Crown Attorney, referring to the reports that the. American authorities are preparing a prohibition enforcement- fleet at the Great Lakes, states: “I consider ihe proposals of the American authorities an outrage, lhey are almost siue to result in "international complication. The American Government has no right to use firearms within the three mile limit in a matter such as this; that is enforcing purely domestic sumptuary legislation. The United States has no jurisdiction on the Great Lakes bevond its water boundary line. 1 intend to call the attention of the Canadian Government immediately to this new situation.” , ~ It. is understood that the Government has not officially been advised ot any intention on the part of the l nitod" .States to establish a rum fleet on the Great Lakes.
