RUSSIA AND JAPAN
MIKADO'S ENVOY AT IMPERIAL HEADQUARTERS. (Reuter's Telegrams.) PETROGRAD, Sept. 26. Hie Mikado's envoy arrived at the Imperial headquarters, and was received -with the highest honours. The speeches at an official luncheon dealt with Russo-Japanese relations. The Czar paid a tribute to the services of the Japanese Government regarding the munitioning of the Russian army.
