RIGOROUS RETRENCHMENT. AMSTERDAM, Sept.. 25. An Imperial decree directs that all German- officers' pay shall be decreased as from October. The War Minister a,nd the Commander-in-Chief will lose £SO a month, generals £37 10s, and divisional commanders £7 10s.
