2i The Objects of the Association shairbe .v— '" ,"' (a) The relief and benefit of sick, wounded or incapacitated soldiers and their dependents and the dependent _of any soldier who* may have been killed' or have died from* wounds or sickness. The expression "soldiers" shall mean and includes, soldiers, sailors _ and auxiliaries from the Nelson District who are or at any time have been during- the present war, (1) Members of any N.Z. Land or Naval Forces. (2) Members of the N.Z. Ambulance, Auxiliary, Nursing or cognate service. (3) Members of the Imperial Army or Navy, the Australian- or other State or Dominion Forces, their Ambulance, Auxiliary, Nursing or cognate Forces, who may return to reside -temporarily or perma-
nentv in the Nelson District. The term "■dependent" shall mean the ■wife, widow, or child, father, mother, brother or sister of any solder or. deceased soldier who was at any time before or after the enlistment cf such soldier : -orovided .that, excerpt in the case of a widow, mother or child, no dependent shall receive any relief or assistance from the funds of the Association unless such dependent is at the t : me of making application for the same, himself or herself sick or incapacitated', or otherwise wholly or iri part unable to earn h.is or her own laving and has a claim upon such soldier for maintenance at the tame .tho claim is made, or would have had such claim on a deceased "soldier from Nelson District" shall mean and in(a) All soldiers who enlist directly from the Nelson Distriot. (b) AH soldiers whose homes, or whose parents' homes are in the Nelson District who enlisted elsewhere; provided that such soldier has no permanent settled home of his own elsewhere than in the Nelson District. . (c) Such soldiers whom tho Advisory Board consider to come reasonably though not exactlv within (a) arris (b) hereof, provided that except in exceptamal cases, of which the Advisory Board shall be the sole judge, no soldier or his dependents shall receive env benefit from this Fund if he or .they are receiving adequate benents from tho funds of any other district. ALTERATION OF CONSTITUTION. 13. The Associat'on may at any time iby a resolution of the.majority of members present, personally or by proxy, at any General or Special Meeting alter tho title of the Association., or alter extend, enlarge or restrict the scope and objects of the Association, for wlpch pur-. pose a notice of motion en/ writing shall be <™iven, setting out in detail the proposed alteration. Every such resolution shall be carried at any general or Special Meeting of the Association of which due notice shall be given to the members an the manner provided by the By-laws or Rules of the Association. :No such extension or enlargement shall be made for anv purpose outside the general scope cf the" fund, "The General scope ' for the purpose of this rule shall be deemed to include the granting of relief or assistance to any soldier or dependent of such soldier or deceased soldier. Every such alteration-, extension, enlargement or restriction shall be first api--proved by the .Minister in charge of the War Funds Act. Every such alteration, extension, enlargement or A-e> striction as aforesaid shall bear the Seal of the Association, and shall be filed with the Registrar of "War Funds- and thereafter the powers.of the Assooation shall -bo deemed to include the powers set forth therein.
The remainder of the proposed rules are largely machinery clauses, and will be printed shortly for circulation prior to the meeting. Copies will be available in a few days, and will be placed an the hands of secretaries of local branches throughout the district, from whom subscribers can obtain same on application. Election of Seven persons to form the Advisory Board will be neld. _ Nominations already received w.ll stand, and further nominations will bo received in writing iby the Secretary up till 6 p.m., on Friday, October 6th. Nominations to be signed by a subscriber and countersigned by the candidate. Nominations will also bo received for the office of Hon. Secretary under the game conditions.
