Britain ' Has assented to Bussia's proposed friendly representations to Constantinople and Sofia, if tho other Powers join. Tho essential points in' the Austrian and Turkish protocol have been accepted at Vienna. The Bulgarian note asks the Powers' aid in securing a speedy recognition of her independence. She complains that the. dangerous tension is due to Turkey's irreconcilable at-titude,-and threatens to withdraw negotiations unless thero- is an early settlement. ■".; v
