REDUCTION OF ARMAMENTS. THE RELATIONS WITH CHINA. [Press Association.— Coptbiqht.] (Receved Jan. 27, 9.40 a.m.) LONDON, Tuesday. Renter's Tokio correspondent says that Count Katsura, speaking in the Japanese Diet, justified the reductions of Japanese armaments. Count Jutaro Komura, tho Japanese Ambassador in London, has expressed confidence in the United States' sincerity for peace, and said he did not believe that the proposed antiJapanese legislation in California in any way would affect tho relations be- i tween the two countries.
