A official despa'cb received to-day fram Afghanistan fully confirms the telegram of the 17th inst., announcing the occupation of Herat by the Ameer's Turkestan army. Despatches further state that Abdul Rahman's troops met with no. resistance in their march upon Het-at, and tbat the occupation of thS city was entirely unopposed by Ayoub Khan._ The announcement received on the 13th instant tbat Ayoub Khan had fisd to Persia is further confirmed by despatches now to hand. Capetown, Oct. 25. Telegrams are to hand from Pretoria announcing that the Transvaal Volksiraad held a sitting to-day, when the ratification of the Anglo-Boer Conventioii was agreed to. The resolution of the Volksraad sets forth its reliance that the British Government will adhere to the promise it has made to mbdify the Convention whote its \Vorking may be deemed unfeasible.
