At this point Laycock made a splendid spurt, and Ilaulon'sj lend was for a ti:na materially decreased, but the latior ijgain i-apidly drew ahead and was fonr lengths in advance of Laycock at Barnes' Bridge. He continued to increase hi* lead and reached fhe winning post several lengths ahead having led from the ttart to the fini?h aud completing the distance in 25mins 41secs.
The House of Commons has decided in committee that the Irish Coercion Bill shall ho retrospective in its opcrutiou aud shall give the Viceroy of Ireland power to make arrests for offences committed prior to the Ist of October iv last year.

Telegrams are to hand containing a rumor that 500 Irish Americans have left the States for Transvaal to join iv service against the Boers.

The weather during the last few days has been very severe throughout the Northern States. The greater part of the city of Washington is inundttted and much loss of property is caused. Very heavy snowstorms have been experienced ia the west and the railways in many places are blocked and traffic i 3 completely suspended.
