London, February 10. Arrived : ship Lurline, from Oamaru, sailed October 30th ) Halcione, from Lyttelton, sailed November 8. The race which takes place on Monday next between Hanlou and Laycock is generally regarded as a certaiufcy for the former. The betting is now 3 to 1 on Hanlon. The total reserve in notes and bullion in the the Bank of England is £14,250,000. Best side 3 Australian hides are firm. Jn the House of Commons to-day the Irish Coercion Bill was under consideration in Committee. An amendment wa3 proposed by Mr Pugh, the Liberal member for Cardiganshire, that affidavits should be necessary to justify the arrests of suspected persons. Tbe motion was debated at some length, but was finally rejected by the Committee. It is announced that instructions have been sent by the Governmeut to Sir George Colley, the Governor of Natal, that ho should ask President Brand of the Orange Free State to inform tbe Boers that if they suspend hostilities England will be prepared to arrange a permanent and amicable settlement of affairs in Transvaal. Capetown, Feb. 10. Intelligence has been received that the Basutos suffered a defeat with heavy loss at the hands of tho Cape forces on the sth instant. Feb. 11. Telegrams to hand to-day from Natal report that the force under Sir George Colley ia now completely isolated betweeu Newcastle and Ingogo, and that no communication with it is possible.
