WAIMEA COUNTY COUNCIL.
Wednesday, 17th December, 1879. Special meeting held this day under the provisions of the 36th and 80th Sections of " The Counties Act, 1876," to consider the desirability of altering the names of certain Ridings in the County of Waimea. Present all the member except Mr Shephard (absent on leave.) On the motion of Mr Macmahon, seconded by Mr Bird, it was resolved, That the name of the Riding hitherto known as " Motueka" be changed to " Wai iti," That the name of the Riding hitherto known as " Riwaka " be changed to " Motueka," and that the name of the Riding hitherto known as ' Wai-iti" be changed to " Motupiko," also that the portion of the Riding of " Wai-iti " which ia not included in the Upper Motueka Highway District be named the " Top House Outlying District," and that the portion of the Wangamoa Riding which ia not included in the Suburban North Highway District be named the *' Maungatapu Outlying District." A subsequent special meeting for confirming the above resolutions was ordered to be held on Wednesday, the 21st January next, at 11 o'clock a.m., and to be duly advertised together with the resolutions to be confirmed. Wednesday, December 17th, 1879. Council met. Present all the members except Mr Shepuard (absent on leave.) A printed copy of the slaughter house bylaws was laid on the table, and it was ordered that copies oi the same be kept at the office of the Council for the use of the ratepayers as required by the 182nd Section of the Counties Act. An application by Messrs Guy and Remnant of Ngatimoti for a renewal of their slaughter-house license was granted. The chairman was instructed to inform the Registrars under the Dog Nuisance Act that they would be expected to transmit a list of all persons who bad paid for tickets, as well as to account for all tickets received. Also to inform the Registrars that persons neglecting or refusing to purchase dog tickets as required by the said Act, are liable to be proceeded against by the constables, who3e duty it is to lay an information in such cases at the instance of the Registrar. Mr Bird informed the Council that the new Found at Waimea South had been completed at a cost of (including advertisements) £38 0s 6d. Payment ordered. On the' motion of Mr Bird, seconded by Mr Phillips, it was resolved, That the balance of the Parliamentary grant to this Council for the road from Nelson to Weatport and Greymouth, (amounting to about £120) be expended forthwith in the Clark Valley in the Upper Motueka Highway District on some permanent work, and that the Board of that District be authorised to incur such expenditure on behalf of the County. The chairman stated that the portion of the subsidy due to the County, which had been errqaeoualy deducted by the Government foe the County's share of Hospital expenses for the month of June last, (amounting to £75 63 8d) had been remitted by the Government. On the motion of Mr Wells, seconded by Mr Bird, it was resolved, That any division of the County funds among the respective Highway Boards within the limits of the County be postponed to the next ordinary meeting of the Council. On the motion of Mr Macmahon, seconded by Mr Deucker, it was resolved, That all moneys hitherto authorised to be expended on public works in any Highway District within the County shall be taken into consideration at the distribution of the revenues then available. On the motion of Mr Bird, seconded by Mr Macmahon, it was resolved, That, in the event of such a route f o r the trunk railway from Nelson southwards being adopted as to necessitate a bridge over the Wai-iti, near Bell Grove, it be urged ou the Minister for Public Works that it would be extremely conducive to public convenience if such bridge were so constructed as to be suitable for ordinary traffic, as well as for railway purposes. The allotments of the gold revenue &c, in accordance with the resolution of the Council passed on the 20th August last, was postponed till after the end of the year. The Chairman stated that the contract just completed by Edgar Brothers on the road from Nelson to Westport having been duly certified as complete, the sum of £174 19s thus due to the contractor had been paid, and application made to the Government for repayment out of the Parliamentary vote for that purpose. On the motion of Macmahon, seconded by Mr Bird, it was resolved, That the Waimea County Revenues, even with the aid of the borrowing powers given by the Counties Act, are unequal to the erection and maintenance of the more costly works demanded by public convenience within the County limits (such as bridges over the larger rivers) and that provisions should be made by the colony for all Public Works of Colonial importance wherever situated, without uselessly attempting to burdea localities in a manner to which their revenues are totally inadequate. The Council adjourned to the 3rd Wedacsday in January, 1880.
