London, August 4. The House of Commons passed without a division a vote of thanks to Lord Lytton, the Viceroy of India, and to the officers and troops who took part in the late Afghan war. The 'grant for the Zulu war was also pasS£d by the House of Commons without a division. The House of Lords last night without a division passed a vote of thanks to the Viceroy of India, and the officers and troops engaged in the Afghan campaign.
