At the Guildhall banqnet Lord Beaconsfield said that the evasion of the Berlin treaty was indefensible, for it might embarrass the precautions taken in our policy to prevent the fatal supremacy of any individual Power. He disbelieved that there was any intention on the part of Russia to evade the Berlin Treaty, hut England was determined to enforce both its letter and its spirit. He refused to believe in the decadence theory, England being more capable of creatiug than of losing an Empire. Nov. 10. A despatch from the Secretary of State for Foreign Affairs declares that the Halifax award is unjust and excessive, and invites a renewal of the discussion. The Kaffirs have resumed hostilities in Transvaal, and there has been severe fighting in the north. The enquiry held by the Board of Trade into the cause of the collision between the Princess Alice and Bywell Castle decided that it was attributable to the careless navigation of the former vessel. Nov. 11. The London papers warmly approve Lord Beaconsfleld's speech at the Guildhall banquet. The Emperor of Austria has granted an amnesty, to the insargents in Bosnia and Herzegovina.
