Welungton, Thursday. At the meeting of the Municipal Conference to-day, considerable discussion took place on the clauses relating to streets, and several notices of motion were given on the subject to be considered to-morrow. Mr Charters, of Sydenham, gave notice in reference to clausa 195 that he would move that owners cutting up blocks of land should be compelled to form and metal the necessary streets before submitting such blocks for sale. Notice was also given that all courts, streets, or alleys be absolutely closed against the passage of vehicles. Another notice was given that the present terms " streets," "courts," and "alleys" used in the Act are likely to lead to confusion, and that the term "thoroughfare" or "way" be substituted, and stringent clauses introduced relating thereto. Several notices were given regarding loans, Mr Charters moving that the Government be asked to undertake the raising of such loans. Mr Power, from the Thames, gave notice that be would move for clause 231 to be altered so as to provide for the erection of; buildings on the street level, the prevention of the reclamation of stagnant water it hollows, and the proper control of cellars, also as to the question of the goat nuisance. A number of technical alterations were made not involving any public interest. The Conference then adjourned. A deputation waited on Mr Ballance on the question of charitable aid. The Government promised to consider the question. b'ridav. At the Municipal Conference to-day "the following amendments were suggested and carried:- Clauses 311 and 312— Council to have power to lease market reserves for three years instead of one. Clause 341—Governor to veto a bye-law within three months instead of six. Clause 345— This clause to be struck out, so as to do away with any conflict between the Municipal Corporations Act and the old Provincial Legislature, and to give the boroughs further powers. Clause 350— Tbat upon application by the corporation of any borough the Governor shall reserve for providing water supply and other purposes connected therewith, or for purposes of drainage, any waste lauds of the Crown, not exceeding 10,000 acres, in the vicinity of such borough at the market value in trust for such purposes; such value to be ascertained by valuers. Clause 185— In boroughs within goldfields mining shall not be permitted to the detriment of streets without the sanction of the Council.
