Subscriptions are invited at St. Petersburgh for a new issue of fifty million roubles of Treasury bonds. It is geuerally believed that an English war with Russia would cause -National bankruptcy, and the entire suspensioa of the payment of the Russian debt. The Earl of Leitrim was shot opposite a cottage from which he had ejected a widow of ninety. The tenants had been notified of the intended ejection. There were hostile demonstrations at the funeral. The Liberal representatives from all parts of England waited upon Ministers to protest against the calling out of the reserves. Lord Hartington represented their views. Earl Granville replied that the Government required no stimulus to preserve peace, and the Opposition could not prevent war if the Government determined on a warlike policy. King Humbert is neutral, but favors the extension of the Hellenic Kingdom, and the creation of other Christian natioualies opposed to Russia. The iron trade in South Yorkshire is stagnant, and 30,000 are unemployed. Four German (?) war vessels have been despatched to Nicaragua to enforce reparation for a consular outrage. Mr Butt has resigned the leadership of the Home Rule. Troops and war material are being sent to England from Jamaica. The Paris bankers have refused a further Russian loan of three hundred million francs. South London was flooded two feet deep, bursting the sewer and causing much damage. There has been intense cold in England, and four inches of snow in the Midlands. * Sir Bartle Frere announces the termination of the Kaffir war, but subsequent telegrams report a native insurrection in Transvaal In one action the British troops were compelled to retreat before an overwhelming force. .Assistance is asked for, and great prudence will be required to prevent a general native war. There are 8000 destitute Mussulman refugees in Greece There is increased famine in China. The relations between Austria and Russia are more conciliatory. The Czar sent the Emperor Francis Joseph an autograph letter. Austria is not to participate in further hostilities, and is disbanding. AMERICAN. Sitting Bull is again menacing with 7,000 warriors.
