Ex-Colonel Valentine Baker, who is now in England, denies that the Euasians have demanded that all foreign officers should leave the Ottoman service, ancl that he had resigned. Finding tbat the Turkish Government had agreed to retire from the lines in front of Constantinople without defending them, he applied for a short leave of absence to Eugland, which was granted. Preparations are being made in tbe kingdom of Poland for a new levy of about 40,000 recruits next spring. Ifc is staled that the losses sustained by the Russian army in the war are* much heavier than have bßen officially represented to be, and that this waa especially the cnse in the recent crossing of lhe Balkans, wbere the Russians lost three timea the number stated in the official reports. Notwithstanding the financial difficulties of the Russian railways tbe Government is laying down at a great expense a second line of rails to facilitate traffic on the lines which proceed to the western frontier of the Empire. This measure is supposed to have been taken with a view to a military occupation in great force after the conclusiou of peace.
