[Speciax.] London, April 8. In the debate on the Royal message calling out the reserves the Premier made a powerful speech. He said there was a tremendous change in tbe East imperilling the Empire, whereof Ministers were the trustees. The justice of British demands was admitted by Europe. He concluded with an eulogium on tbe greatness of the Empire. Sir Staiford Northcote's speech in the House of Commons ■was moderate but firm. There is no real Opposition. The Government are sure of a majority. It is expected at Berlin that Russia will yield. Everything depends on Austria, and it is believed she adheres to England. In the debate in the Italian Chambers a strong anti-ltussian feeling prevailed.
