[Keuter's Telegrams per Press Agency.] London, February, 26. The Treaty of Peace is still unsigned. Russia persistently demands the surrender of the Turkish fleet and the occupation of Stamboul. The occupation is delayed. The Minister of War in replying to a question in Parliament, declared that the Government were unable to give any iuformatiou, as Russia was keeping the full terms of the treaty of peace a profound secret. A Standard telegram declares that eight additional battalions of Artillery have arrived ufc Sau Stcfanio. General Gourko is approaching Constantinople with 30,000 men. The secresy of the negotiations excites suspicions, and there is general alarm throughout Europe. The severity of the Russian terms is everywhere condemned as being likely to provoke war, which will involve Eugland and Austria. Prince Charles threatens to abdicate, and his Ministry to resign rather than cede Bassanibia. .Eight thousand Russian troops have passed the Transylvanian frouticr. The ordinary railway traffic is suspended. The Globe states that in the event of expeditionary forces beiug sent to the East, Lord Napier of Magdala will commaud, with Sir Garnet Wolslcy as chief of the staff.
