The election of a City Councillor, in the room of xMr Gray, resigned, has been proceeding very quietly to-day. But for a few cabs travelling round with placards on them, no one would have guessed that such an important event was going on. The poll will be declared ihis evening at 7 o'clock. The annual meeting of the members of the Nelson lustitutc was held last night, when there was a good attendance. The report and balance-sheet were read and adopted. Mr 11. Adams ay.is re-elected President, Mr Pollock Vice President, Mr 0. Curtis Treasurer, and Mr J. Percy Secretary. The old Committee were re-elected, with the exception of Mr R. Burn, in whose room Mr «jT. R. Do'ison was elected. Customs duties collected at the port of Nelson for the month ending 28th February, IS7S -.—Spirits, £511 11s Ud; cigars, £13 9s sd; tobacco, £321 2s Gd; wine, £47 5s 8d; beer, £<); tea, £271 5s 9d; coffee, £3 13s; sugar, £463 11s 2ci ; weight, £100 5s sd; ad valorem, £587 3s JOel; other duties, £192 I3s 6d ; other receipts, £176 13s 10. Total, £2G97 16s. The ordinary fortnightly meeting of the City CounciMvas held last nighf. The only business of importance was the levying of | the water rate, upon which a decisiou was come to as follows :— That the following water rates in respect of the ordinary supply be made and levied, commencing from the I Ist August, 1878. such rates to be payable in two weekly instalments, viz., the Ist of May and Ist of October, 1878, upon all buildings to which water is supplied— Where the rateable value docs not exceed £12 10s, a rate of lOs per annum ; where it exceeds £12 10s, but does not exceed £200, six per cent on the value ; over £200, and not exceeding i £300, five per cent; over £300, four percent on the value. Upon all lands and buildings to which water can be, but is not, supplied situate within 100 yards from any part of the waterworks, one-half the rates above mentioned, except as follows -.—Upon all such last mentioned lands as have no buildiugs standing thereon, a rate of two per cent on the rateable value. Upon all buildings used as stores or warehouses, or for any purposes other than as dwelling houses, a rate of 2J per cent on the rateable yalue. W.
