[Br Reuter's Submarine Cable.] Bombay, Oct. 25. Twenty-one thousand not twenty-seven thousand was the Roumanian loss at Plevna. Rams in Bulgaria retard operations. An unofficial despatch reports that the Russian centre ou the 25th attacked Plevna, but was defeated with very heavy loss. The Russians have been compelled to fall back south of Jogkiji with heavy losses.
