London, Wednesday. The wool sales opened to-day. The brokers, Messrs Bahue and Hazard, hada well selected catalogue of 5U2 bales. The attendance of home aud foreign buyers was large, and the biddings commenced with great spirit. Prices are about the same as at the last series. Arrived— Wellington, Scathdon, and Trafalgar. Lord Carnarvon, during the debate ou the second reading in the House of Lords highly commended the exertions of Sir J. Yogel in the matter. The Economist praises the Bill. Bombay, Wednesday. liie Queen's speech at the prorogation of Parliament declared that foreign relations were friendly. It expressed regret that the efforts of Her Majesty's Government to maintain peace in Europe had been unsuccessful, and stated that it was the intention of the Government to preserve a strict neutrality so long aa British interests were unaffected. t The extent and nature of these interests were divined in the diplomatic note to Russia, which elicited a friendly reply. Efforts will be made when an opportunity occurs to restore peace upon terms compatible with the honor of the belligerents and the general safety and welfare of other nations. If, during the contest, British interests should be assailed or endangered Her Majesty relies with confidence upon the help of Parliament to vindicate and maintain our national rights.
