[Per Albion.] . Melbourne, July 11. Parliamentary business is unimportant. The Budget will not be delivered till the end of the month. The Minister for Education has stated that the Government measures which the country has endorsed would be submitted to the Council quietly, reasonably, and fairly, so as to give no excuse for their rejection. The Church Assembly has opened. The Bishop, in his address, said two-thirds of the population are not church goers. The Cathedral fund amounts to about £12,000 in promises. Commander Colebrook Manderville has been appointed to the command of the Cerberus, vice Panter. Lieut.-Colonel St. Hill, formerly A.D.C. to General Cameron, has arrived as Private Secretary to Governor Weld. Dr Sommerville's lectures are attended bylarge crowds. Recently over 2000 persons m one night were unable to obtain admission. The revenue of the colony for the past year amounted to £4,514,121, showing an increase of £188,96-. on the previous year. . Sir Wm. Jervoia has been seriously indisposed, but is now recovering. The Government are arranging for a Cape route mail service, and have re-opened negotiations with Green of the Blackwall line. Oats are very firm, and extreme rates are obtained.
