The Agent-General telegraphs under date London, July 16th :— The siege of Kars is abandoned. The Russian operations in Armenia are unsuccessful, and the Turks have been victorious at various points. The Russians in Bulgaria are progressing slowly. Great cruelties are reported to have been inflicted by the Christians on the Moslems, their arms having been taken from them and given by the Russians to the Christians. Bank rates reduced to two per cent. [Press Agency.] Singapore, July 17, London, July 12. It is reported that the Earl of Beaconsfield is auxious to resign the Premiership on account of ill health. The Russians have occupied Plevna. The Russian siege artillery is withdrawn, and the bombardment of Kars has been stopped.
