Twice within the last two months has Councillor Joseph Aufcy.Harley publicly disgraced. himself and scandalised the' City Council of Nelson, of which he unfortunately happens to bea member, by his inexcusable coiduct when attending the-meetings'of that body in- 'a state of _nfco_aca_ion. On the 14th of May last he waa compelled, iu order to stay legal proceedings that had been commenced against him for his offensive behaviour in the- Council, to address the following 4P o lP_ry to " the Mayor and Councillors of ; the City bf Nelson":—' . ■ * Gentlemen — . . -*f I heg leave to apologise to the Cotmci! for my conduct at their meeting on Friday last, and any improper behaviour I may have been guilty of towards either the Mayor or any member of tha Council was unintentional; ahd T feel extremely sorry that such an occurrence should have taken place. Trusting you will accept this aa a sufficient apology, " I am, &c, "J. A. Hablet." If on that occasion he really felt " extremely sorry that such an occurrence had taken place," we do not envy him his sensations on awaking to consciousness this morning and finding that again, and after so short au interval, he had been guilty of "improper behaviour." He cannot expect the leniency \ displayed towards him at that time by hia , fellow Councillors and the ratepayers to be extended to his present offence, and should he :;not have the good sense voluntarily to tender his resignation immediately, he must not be surprised if it be demanded of him by an overwhelming majority of those. ..whose interests he was elected to watch over and promote. .The good name and repute hitherto enjoyed by the City Council are afc stake, and it is for the ratepayers to see that they are not forfeited, aa they most assuredly will be if Mr J. A. Harley, after his repeated misconduct, be allowed to retain a seat in it.
;Up to the time of our going to press the Awaroa had not heen signalled, but in the event of her arrival during fche night or tomorrow morning the funeral of the late Mr J; W. Wigzell will take place to-morrow afternoon, leaving his mother's residence, College Hill, at two o'clock. A letter from our Motupipi correspondent is unavoidably held over until Monday. Thb Customs receipts at the Port of Nelson for the week endjng this day amouuted to .§1126 6s. At a meeting of the members of fche Nelson Fire Brigade held last night ifc was resolved : " That the Nelson Volunteer Fire Brigade ahould show their comrade's (Mr Wigzell's) remains the last token of respect by following them to their final resting place." The Awaroa, in which the corpse is being brought to Nelson from Wanganui, is expected hourly, and the funeral will fcake place tomorrow. The Freemasons, Oddfellows, and Foresters are requested to attend. Should the Awaroa arrive during fche nighfc fche firebell will be tolled afc 1 p.m. to-morrow, afc which time the members of the Fire Brigade will assemble at the Engine Shed. The Volunteers will parade at fche Church steps at 1-45 p.m. An Association of the various Fire Insurance Companies doing business in Nelson has been formed for the protection of fcheir interests, and instructions have been received from the head offices thafc every effort shall be made to discover the author of any attempt at incendiarism. With this view the Association has offered a reward of __1 to for such information as shall lead to the conviction of the person or persons who recently attempted to set fire to Mr Warwick's cottage in Collingwood-street. An inquest was held yesterday before Dr Squires, the coroner, and a jury, on the body of Mar& wife of Mr Levi James, of Eightyeight Valley. Her husband stated that afc seven p.m. on Wednesday she went to her room with the intention of going to bed. He remained in the sitting room reading fche newspapers and the Testament until twelve o'elock, when he wen. fco fche bedroom and found deceased lying on her left side on the bed with hec clothes on. He spoke to her but received no answer, 'aud on putting his hand to her heart found thafc ifc did nofc beat, and that she was nearly cold.— Elijah Bonn deceased's son-in-law, stated thafc ou Wednesday she seemed as well as usual except thafc in the afternoon when taking the bread out of the oven she put her hand fco her heart and exclaimed " Oh dear, how bad I do feel."— Dr. Oldham said that he had been sent for to make a post mortem examination He fouud deceased lying on the bed with her mouth on the pillow. He thought that death was caused by suffocation. Probably she had had a fit of apoplexy and had fallen with her face on the pillow which prevented her breathing. A verdict was returned to the effect that death was caused by suffocation. At the request of Captain Scott of tho City Cadets we publish the following:— "To the Editor of the 'Evening Mail.'— SirPermit me through the medium of your columns to express my heartfelt gratitude for the kiud services rendered by the several ladies and gentlemen who gave their valuable assistance at the Promenade Concert held iu the Provincial Hall on fche 4th instant, and by whose assiduity and perseverance the entertainment was rendered so unequivocal a success."
