Singapore, Friday. Lord Derby ref uses the proposal to neutralise the Suez CanaH and has informed the Russian Ambassador at London, the Porte, and the Khedive that England is determined to disallow warlike operations on the canal. London, Thursday. It is semi-officially stated from St. Petersburg that the Russian Ambassadors from London, aud Vienna, in, returning to their respective embassies are not charged with any special negotiations, but that their instructions are to re-assert the aussrances given by Russia prior to the war. In the House of Commons last night Mr Bourke said that he believed the Powers interestedjcould not concur with the action of England. Sir Stafford Northcote stated that the Government had no desire to impose belligerent right, its only object being to protect the Suez canal.
