It is semi-officially stated from St. Petersburg that the Russian Ambassadors from London, aud Vienna, in, returning to their respective embassies are not charged with any special negotiations, but that their instructions are to re-assert the aussrances given by Russia prior to the war. In the House of Commons last night Mr Bourke said that he believed the Powers interestedjcould not concur with the action of England. Sir Stafford Northcote stated that the Government had no desire to impose belligerent right, its only object being to protect the Suez canal.
