[Per City of New York.] Austria will occupy Bosnia if there is any disturbance in Servia, and is preparing 90,000 men for immediate mobilisation. One hundred and fifty thousand Russians marched on Galatz from Tantar Beenetar, and 50,000 more were to cross the river at Kenifenaferen, Leowa, and Nirgheni. The Servian Press is hostile to Turkey. Ten thousand Turks marched from Widdiu to defend the Danube between Silistria and Ismail. Rustchuk is well garrisoned. The Turks have made great preparations for defending the Danube by ironclads. The Turkish troops are in good spirits but sutler from dysentry. The Porte has made a demand on Servia to prevent the passage of Russian troops. The Sultan has sent a requisition to the Khedive for troops. A fire, which originated in the Greek quarters at Stamboul, destroyed 500 houses. Twelve hundred mounted Cossacks passed near Bucharest on their way to Kalafat. Moltke, in the German Parliament, stated that France was far ahead of Germany in her prepaarations for war. A motion in the House of Commons, to inquire into Ireland's demand for the restoration of her Parliament, was negatived. German conscripts are ordered home. The Czar will not be present during the campaign. The Turks have destroyed the Russian Consulate in Greece to prevent a misunderstanding about Bagdad. The Persian army on the frontier has been removed. The Russian fleets in the Atlantic and Pacific have been ordered to concentrate in the Mediterranean.
The condition of the Turkish navy, under Hobart Pasha, is said to be splended. She has now fifteen ironclads in the Black Sea. An International outbreak in Poland is imminent. It is said that the Porte offers to cede part of Herzegovina to Austria. On entering Roumania at the head of troops, the Grand Duke Nicholas issued a proclamation declaring the Russians friends desirous only of furthering the welfare of the principalities. In his address to the army the Czar wound up his speech by giving a blessing. The greatest enthusiasm prevailed. The Czarowitz remains with the army. Rusaian representatives abroad have been instructed that Russia, although compelled by tha course of events to take energetic measures, only intends to obtain guarantees for improvements in the condition of the Christians, and not territorial aggrandizement. The cattle plague is raging in Middlesex. Charles Bradlaugh and Mrs Annie Bassant have been arrested on a charge of iss* ' tg immoral publications. Bradlaugh's offence was publishing a pamphlet, by Dr. Knowles, on the Malthusian theory of the plague at Bagdad. The most frightful calamity that ever bef el St Louis is the destruction of the Southern Hotel by fire, with a loss of 120 lives. The fire spread rapidly, filling every room with smoke and flames. The scene was of the most terrible description. Frantic men, women, and children ran through the halls shrieking in a most heartrending manner, and in their wild, desperate efforts to escape they rushed through the windows. As a means of escape the ladders generally were too short to reach the fifth and sixth storeys, but by hoisting some on a one storey balcony on the north side of the br-lding those at the windows were rescued. The Skinner fireescape was brought into service, and was the means of saving many lives. While the fire was raging some frightful scene* occurred. Russia pronrses the Prince of Boumania independence and a royal title.
