Wellington, Thursday. ■ On the House meeting, a debate arose on the introduction of some harbor Bills by Sir 0. Voge', an objection being taken on the ground that the proceeding whs irregular. Sir J. Vogel explained thit until an announcement of the format'on of the new Ministry had been made, he necessarily occu pied the position of Premier.
