CITY COUNCIL .

The ordinary fortnightly meeting of the Council was held last night. A letter from Messrs Jones and Lock asking the Council to repair a portion of St. Vincent-street was referred to the Public Works Committee. A letter was received from Mr Nathaniel Edwards complaining of an overcharge in his water rate, but it was decidel that as he had not objected within the time allowed, his complaint oould not be considered. A letter from Mr Alfred Harley in answer to one sent to him by order of tbe Gas and Waterworks Committee was read, and the Council proceeded to discuss it. Cr Harper thought tbe Council bad no right to discuss a matter which had been referred to a Committee. The Mayor thought" Mr Harley had a right to be heard before the Council as a matter of justice. Cr Harper again rose to speak. Cr Everett called the Mayor's attention to Clause 20, Part Xf, of schedule 13 of the Act, forbidding Councillors speaking twice on the same question unless entitled to a reply. The Mayor ruled that Cr Harper was out of order. Cr Harper disputed the Mayor's ruling, when Crs Webb, Everett, and Carter, Beeing that the business of the Council was being needlessly interrupted, rose and left the Council Chamber. There not being a quorum left, the Mayor adjourned the meeting till Tuesday eveniog next at the usual hour.
