(Peb Albion.) Melbourne, July 23. On Tuesday night the third reading ol the Constitution Amendment Bill was carried by a majority of two votes, the numbers being 45 for and 43 against. Yesterday, when the Assembly met, the Treasurer asked for an adjournment until Tuesday, to enable tbe Government to consider their position, and tbe House adjourned accordingly. It is thought tbat tbeir resignation will follow. The Chief Secretary is still very ill. The Navigation Board suspended temporarily tbe certificate of the captain of the ship Oakwortb. It was shown ia evidence that sfter the fishing vessel had been run down in the Irish Channel, and the cries of those on board for assistance were heard, an utter disregard for their safety was shown. The financial statement has been postponed for a week. Tbe Government stated that, after making fall enquiries, no kidnapping bad occurred on board tbe Daphne in the South seas. Dr Cairns has resigned the pastorate of the Chalmers church, and tbe congregation are sending to Scotland for a successor. Dr Her, of Glasgow, is recommended for she chair of theology in connection with the Presbyterian Church in Victoria. Three candidates are nominatedjfor Collingwood, and two for Grenrille. . ,

Parliament is further prorogued to the 23rd August. Mr lee has resigned his seat for Maitland. Messrs New, Millsend and Co. have obtained an Imperial contract for supplying the Australian squadron with coals. The Governor is informed by telegram of his mission to Fiji. Bbisbane, July 23. Parliament is prorogued. The speech referred to the work of the ee«ion, and regretted the action of the Conncil in regard to the Land measure, which left the demand for agricultural settlement unsatisfied. Tasmania, July 23. The Pprliatnent is opened. The s eech spoke of the satisfactory state of the revenue, and no freßh taxation is threatened. Adelaide, July 23. An explosion on board a Jarge steamer is reported, resulting in serious loss of life. The Speaker of the Assembly continues ill.
