Tuesday, June 9. The Council met at 11 a.m. On the motion of Mr Kelling it was resolved, That tho Government be respectfully requested to take immediate steps to render the Wairoa bridge available for public use. — On the motion of Mr Gibbs it was resolved, That the Speaker do forward a copy of the report of tbe Petitions Committee on the petition of Messrs ; Fowler and Young to the Superintendent, with a request that he will endeavor to obtain some relief for the petitioners from the General Government.—On the motion of Mr Gibbs ifc was resolved, Thnt in the opinion of this Council any sums in the future accruing to this Province under " The Payment to Provinces Act " should be divided amongst the Road Boards of the province under some equitable system of distribution.-— Oh the motion of Mr Gibbs it was resolved, That a copy of the report of the Petitions Committee on the petition of the inhabitants of West Wanganui be forwarded to his Honor the Superintendent, with a request that he will represent the requirements of that locality to the Hon. the Native Minister, with a view to Borne expenditure from the funds at his disposal to develop the probable riches of that large Native estate. — On the motion of Mr Tarrant it was resolved, That his Honor the Superintendent be respectfully requested to give effect, aB early as possible, to certain resolutions passed by this Council for the construction of roads in various parts of the province under clause 42 of '• Tbe Waste Lands Act, 1863."— 0n the motion of the Provincial Solicitor it was resolved, That occupation licenses for pastoral purposes of any Waste Lands of the Crown may be granted by the Board at such rent as may be agreed on, provided lhat such license cease and determine at any time in respect to any portion of such land which may be required for reserve, for lease, or for sale. — The Cattle Branding, Dog Nuisance, and City Reserves Transfer Bills were passed through all their stages, and the Council adjourned until half-past four, when the Superintendent entered the Chamber and read the following Prorogation Speech. Mk. Speaker and Gentlemen of the Pkovimcial Council — I have assented, on behalf of his Excellency the Governor, to the following Acts, in addition to the Executive Council Act, to which I signified my assent by message on the 29th ult.: — An Act to bring into operation in and for the City of Nelson the Municipal Corporation Waterworks Act, 1872, and the Municipal Corporation Act Amendment Act, 1873. An Act to repeal an ordinance to prevent the increase of the American Blight. An Act to enable the Superintendent to transfer to lhe Corporation of the City of Nelson certain Gas and Water Works. An Act for the more effectual prevention of cruelty to animals. An Act to amend the Goldfields Local Revenues Acts. An Act to amend the Buller Reserves Administration Act, 1863. An Act to consolidate and amend the law relating to the Branding and Marking of Cattle. An Act to amend the Dog Nuisance Act, 1663. An Act to enable the Superintendent to transfer certain lands to the Corporation of the City of Nelson. An Act. to authorise the Superintendent to raise a Loan for the purpose of completing and constructing certain public works. An Act to appropriate the revenue of tho Province of; Nelson for the Year ending March 31, 1875. ■* I will lose no time in raising the loan you have authorised for the construction of a wharf and dock, with other works in Nelson harbor, which shall be begun as soon as practicable, as part of a well considered plan for the permanent improvement of the chief port of the province. „ " I will introduce a Bill to the General Assembly to make provision for putting the province in possession of the funds required to carry out the important public works specified in the schedule assented to in your late session as amended in the present one, and will use every exertion, with the cooperation of the other members for the province, to carry the measure through both Houses of Parliament. A Bill shall be prepared for the consideration of the General Assembly to bring into operation the resolutions you have agreed to for the amendment and consolidation of the Waste Lands Laws. I wiii also take the necessary steps to give legal effect to your resolution affirming that the powers delegated to the Superintendent by his Excellency the Governor, under the Goldfields Act, should be exercised only with the advice and consent of the Executive Council— a resolution which has ray entire concurrence, and in the spirit of which I have invariably acted since those powers have been conferred upon me. On behalf of the province I thank the members of this Council for the great care and attention which they have given to the public business during the session now about to close.
