Ahoended report of the Finance Committee of the Central Board • of Education (Adopted by the Board, with the exception of Clause 4). . To the Chairman of the Central Board 1 . of Education. Sir — Your Committee having ascertained what the requirements of the Board are for the ensuing educational year (£8740), have .a devoted their attention mainly to de^isingt means of meeting-- tbis increased (Tgfljenditure, regarding the details of the "distribution as only of secondary importance. On comparing the number of inhabited houses in the Educational districts (3307 as Bhown by the census returns), with the sum annually yielded by the education rate, which, including the payments for 3500 children, h as averaged only" £2000 a year for the Inst three years, your Committee saw that some reformation in tbe present method S/ of collecting the rate was i^gently deeded. # * They have therefore prepared a seMes of suggestions on this head to be subsaitted to his Honor the Superintendent. They propose— .. Ist. That a rate-book, showing: all the houses and householder* liable to
pay education rate, with the extent of their liability, be annually prepared by the rate collector or collectors, not later than July Ist. 2nd. That, immediately after its preparation, such portions of the rate book as concern each Local Committee be submitted to such Committee for revision. 3rd. That rate collectors be made directly responsible for whatever amounts, standing in the rato book, remain uncollected at the end of nine mouths fron the levying of the rate, except where such amounts shall be shown to ,be irrecoverable, owing either to exemptions made hy Local Committees, or to same other sufficient cause. 4th. (Not adopted) That a salaried officer or officers, directly responsible to the Board, be appointed by the Provincial Government, to collect the education rate throughout the province. Your Committee, having considered the memorial from the teachers of public schools, can but express its regret that (he only estimate of expenditure for the coming year that the Board has ventured to submit to thp Provincial Government will not admit of any addition (q the present scale of salaries, except at the cost oi restricting the extension of the Board's operations. And your Committee is further of opinion that length and efficiency of service should be taken as the basis of any further io crease of salaries. Your Comjptee recommend thai the present rato of salaries be adopted for thejtairfei't educational year. YouFftommittee recommend that the request ot certain ratepayers of Lower Wakefield for au alteration of the southern boundary of the Spring Grove district be first laid before the Lower Wakefield Committee for their opinion.
