Wellington, September 27. lv the Council yesterday, (he Colonial Secretary moved the second rea ling of the \ Aucklund Loan Bill. The Hon Messrs. Campbell, Htrt, Waterhousp, Grace, and Whitmore opposed the bill, holding thut mem Vets of tho Lower House advocated provincial horrowinj-r from provincial and party obligation*, not from honest motives. The Upper House last night threw out the Auckland Provincial Loan Bill' on a division by 24 to 6. All the other Provincial Loan Bills were thrown out in succession on the voices. It is believed the Government will propose Treasury Bills Iv the Lowe" House yoslerday, the Cha^o Reserves Bill was committed and reported. The Interpretation Act Amendment Bill was read a first time ; the Railways Bill was read a second time; and the Civil List. Amendment Bill was considered in Committee. A long discussion took place regarding the practice of clearing the galleries', when the Speaker said that the right of clearing them rested with him. On the question of publishing imprinted papers lying on the table of the House, the Speaker said that any member might do so unless in a case where it was the expressed opinion of the House that the papers should not be printed. The following estimates passed last night :— - Government Domain, £1108; Museum. £500; Colonial Architect, £450, Public Works, £12, 168; Inspector of Stores D partment, £509; roads, North Island, £7,931 189 8d; roads, Middle Island, £780; railways, Middle Island, £15,504 16s 8d; land purchase officers, £1652 ss; water raceß, £1175 ; Agent-General's Office, London, £5,155; Under-Secretary's Department, £1280 15s ; Immigration : Auckland, £235; Taranaki, £25; Hawkb's Bay £570; Wellin 2 toD } £670; Nelson, £2s; Marlborouoh, £35; Westland, £50; Canterbury, £995; Otago, £880; repairs of immigration barracks and quarantine stations, £1000; contingencies, £1000; completion of immigration barracks, £2076. A proportion of the salary of the Colonial Architect was charged last year agaiust public works and immigration. The Native Land Duties Bill, Native Land Claims Rehearing Bill, Native Grantees Bill, and Native Councils Bill, passed the second readings.
